I don't believe so. That can seem to happen by chance, but I don't think it would be common.
There should be fairly sharp turns in the population growth trend: rising when it's fairly peaceful, falling when a murderer goes on an effective killing spree. Such serial killers tend to accelerate until they die (or the population is driven to extinction). So in games that manage to last a long time without intervention, I'd expect to see long term trends to be between a few peaks and troughs, rather than plateaus.
