I also just read this Gamasutra article on design that has a lot of great info. There's a lot of Ubisoft secret sauce in how they approach design in there:

I think any way that works for you is a good way to get started. I experimented with a lot of different things before I found something that clicked with me enough to make a complete game. Its less about what you use and more about just wanting to do it enough to make it work and get through the learning curve.
